the amount of positive charge is present at one end of the cell or any other device that creates potential difference thus current flows from region of higher potential to regions of lower potential.

Think it in this way, In case there is no pressure difference across a water tube, water will not flow and exactly the same way charges can not flow in a direction unless there is potential difference across a conductor.
