Democracy doesn’t ensure equality. Democracy ensures justice equally for all.

Equality is not attainable, doesn’t matter in which system. There will always be someone who’s better in something than someone else. Even in nature, which human’s are part of, you see evidence of inequality all around (the leader of the wolf pack, the tree with the best fruits, most fertile soils, highest mountain, deepest sea, etc.).

Justice for all is something that a good democracy will try to ensure. There are two main systems to do this:
1. Seperation of power
2. Rule of law

Justice must be neutral and fair. To ensure that the entity that makes the rules must be different from the one implementing those rules. And if there are disputes the entity which will be the arbiter, must also be different than the two previous ones.

The law must be enforced for everyone, including the rulers. In the best democracies therefore the constitution is the supreme institution, and not the head of state or the parliament.

The government of India ensure equality to all citizens by giving right to vote,practise and religion and profession.It ensures equal treatment and equal opportunity. This means,building a society where no one is held back because of who they are or where they come from !

A major role of the government, therefore, is to control the activities of private companies by making, enforcing and upholding laws so as to prevent unfair practices and ensure social justice. This means that the government has to make 'appropriate laws' and also has to enforce the laws.
