Liquid changes to vapour because evaporation is a surface phenomenon and the mass of the liquid is very less. We can’t say there is no heat but yes some heat is provided to it is sufficient of change of state of such a little mass. Boiling is a bulk phenomenon and hence it requires much more heat than evaporation.
