Basically agenda based on time, place and group of viewers. medias are often looking for newsworthy events. Incase of visual media reporters are try to do visual based report. While in print media reporters observe how it relates to readers.
Most of the time event may very important for an organiser but for media it is not newsworthy at all. becouse jounalist will think that before covering the event, will this news valid for my media at this time and place. for example near indepence day celebration, news like freedom fighters, history such topics become newsworthy.
