the tendency of metal to give an electron is called metallic character. in a period the no. of shells remains same but the no. of electrons in outermost shell increases. so the elements from right side of the table accept electron and left side elements give electron it means metallic character goes on decreasing in a period from left to right

b. yes they are in 3rd period

i. Ar is Noble gas becouse it is in 18th period and don't take part in any reaction as it's outermost shell is satisfied

ii. si has valency 4
