The reason the moon looks so bright (when full) is that even a small percentage of sunlight -- 12% in the case of the moon -- is quite bright to the eye, and you are seeing it against a black background (the sky). The moon is also really, really big, nearly 3,500 kilometers across. The dark grays that you'd see up close get a bit washed out. And since the moon reflects most wavelengths, it looks more white.
