Answer:

The Parliament keeps a check on the Council of Ministers through the following:

(a) Question hour is the first hour of every parliamentary sitting. During this time, the members ask questions and ministers usually give answers.

(b) Adjournment motions involve an element of censure against the government. It is to draw the attention of Lok Sabha to a recent matter of urgent public importance having serious consequences.

(c) If the house feels that the government does not enjoy majority, then they can move a 'no-confidence' motion. It can be introduced only in the Lok Sabha. The motion is admitted for discussion when a minimum of 50 members of the house supports the motion. If the motion is passed, the Government is bound to vacate the office.

Answer:

Parliament keeps ministers accountable by asking questions about the minister's work and the minister's ministry. The minister has to answer the question asked in Parliament. Members of Parliament can also highlight irregularities in the work of the minister.
