The pH of both forms of aspirin is the same. The buffered form simply takes longer to begin to dissolve, thus avoiding raising the acid level in the stomach. It works because aspirin is absorbed in the small intestine, not the stomach, so waiting a bit to dissolve is not relevant to the functioning of the drug.
