'd summarise the poem as:  

When everything in the world is fresh, and every small animal or creature is magnificent, then go for it. Everybody is young once and you should take advantage of it whilst it lasts, because, when the world is old and everything loses its pleasure, you will find yourself in a dull place (oldness) where you will never find the happiness of when you were a child/young adult.  

The poet uses pathetic fallacy of sorts in the word 'world' as it represents the young/old person's own state of mind.
