How does the poet compare between the tiger in the zoo and in jungle?

The poet says that in the jungle the tiger was freely moving and showing his fear to the villagers and small animals ,he can move freely here and there

BUT

In the zoo the tiger has very less space not able to move freely and the visitors were making fun of him instead of fearing.
