The poet says that the tiger should be in its natural habitat (forest) .He should be chasing the deers near a lake or a water body , moving around the small houses or huts in a jungle ,roaring loudly and terrorising the villagers. But instead of this he is blocked inside a cage. He is just talking a walk inside a cage. He can only hear the voice of patrolling cars (security cars) and he can only stare the starry night with his brilliant eyes. At last the poet says that he is in a very pitiful condition.
