In the fog poem poet described that fog comes very slowly without anybodies notice and creps away. It was personified with a cat which comes so calmly without notice and disappears

The poet compares fog to a cat. A cat comes without making any noise and goes away. In the same way, the fog comes and spreads slowly and silently over harbour and city.
