It doesn't, but it does depend on the longitude of the place. The reason is because the sun moves 15 degrees of longitude every hour, and we want things to work out in a way that no matter where you are, the sun is near the middle ... between sunrise and sunset ... at 12:00 Noon. That's the whole reason for having time zones.
