When water is heated from 00C, its volume decreases because its density increases and you can see this effect upto 4 0C. ... Afterwards as the density decreases the volumeincreases. The main reasonfor this is hydrogen bond in ice gets cleaved due to the melting of ice.

Explanation:
Due to anomalous expansion of water between a temperature range of 0oC to 4oC, it contracts, i.e., water molecules come closer and hence its volume decreases. On further heating, it starts to expand (molecules get farther from each other) and the volume increases.
