It gives the various powers to the government. the main function of zilla parishad is to co-ordinate all the activities of panchayat raj.It gives advice to the state government on the work of the panchayats and samities . It prepares a plan for its district development.

The system has three levels: Gram Panchayat (village level), Mandal Parishad or Block Samiti or Panchayat Samiti (block level), and Zila Parishad (district level).
