Functioning of Zilla Parishad:

• Zilla Parishads is the third tier of the government as amended under the Panchayati Raj section.  They are councils in the district levels of the state. The Zilla Parishads are constituted by representatives elected by the people through election.
• All the members of the central and state legislatures are its members. The parishad is headed by the chief executive officer who is a civil servant. It is responsible for the well being and development of the zilla.
• They are tasked with engineering and executing development schemes. They need to build roads, bridges, schools, hospital wherever necessary. They ensure adult literacy and proper healthcare and education.
• They receive funds from the state government which they are required to utilise in all their developmental works. They are also responsible of bringing god seeds for the farmers and sensitising them about new and better farming techniques. They also build irrigation plants and ensure good agricultural production.
