He believed that a long war could lose national interest and would never unite north and south if fighting did not end quickly. He had justified concerns that, by the end of 1863, many Democrats had called for a ceasefire and a negotiated solution. The 10% Plan of Lincoln has thus been indulgent — a bid to get the South to give up.
