The fuel consumed per person is quite less when a public transport system is used. A train travels at a uniform speed for a long duration. So there is no wastage of fuel due to signals , starting and stopping often.
There is one disadvantage that the train has to drag very heavy set of coaches and engines. However the friction force is not very high.
Using magnetic levitation in bullet trains and TGV trains in Europe is even more advantageous as there is very little friction in that.
