The hard water is an impure form of water having a high mineral contents, like Ca, Mg, sulphides, chlorides , bicarbonates etc and do not give lather with ordinary soap.
But, the washing soda is sodium carbonate Na2CO3 , which when dissolves in the Ca+2 /Mg+2 containing hard water, the calcium or magnesium ion forms a insoluble carbonate with washing soda which comes out and the soluble salt remains in the solution and the solution gives lather.
