While the Bible may use figurative language that humans can relate to - to describe heaven…..heaven is in the spirit realm. It is not physical. There is nothing in the Bible that states there is actual water in the spirit realm.

As suggested in this thread, Revelation 21:1 talks about the “sea” but it is referring to restless/wicked mankind that are ‘no more’. Its describing how things will be changed on Earth - for the better! No more agitated ‘sea’ of humanity. Gods Kingdom will have cleansed the Earth of rebellious ones who are like an “agitated’ sea.
