How electrons in outer layer decides conductivity of a substance?

because current can only flow through electrons so electrons decide that the wire is conductive or not.

Valance band



Conduction band



If there are electrons in Conduction band then that substance will behave as a conductor and will allow current .



These electrons are free in conduction band , and moves freely , so we have studied that free electron cause current or flowing charge cause current .
