Evaporation is a surface phenomenon. During evaporation the surface molecules get evaporated and leaving behind the cool molecules...as the molecules get hot the molecules evaporate and therefore there are only coop molecules and hence it cause cooling.

In evaporation when liquid turns to gas it need more energy and so it has to take that energy from its surrounding. The energy is in the form of Heat and when the heat energy leaves with the evaporation, the surrounding gets cool.
