Well every Country have three main organs - The Legislature(Parliament), Executive(Govt.) and Judiciary. Technically these three organs have the responsibility to not only act according to the constitution but also to make it effective. Judiciary has the responsibility to interpret and guard the constitution.
But actually, the Effectiveness depends upon the people of the country who have adopted the constitution. If they are vigilant enough towards their rights and duties then certainly the constitution shall be more effective as it would be used more often by the people to enforce their rights and to keep a check on the powers of parliament and judiciary.
A constitution’s effectiveness also depends upon the form of govt which the country is following. For example in China the constitution is least effective because there is one party dictatorship. In a DICTATORSHIP since everything is under the control of one party or one man the constitution is not effective. In a democracy like USA it is most effective because all of the three organs of the country are working according to the constitution and every organ keeps check on the other organ.
Of course Indian constitution is effective. Being a pluralistic state and being so diverse India has successfully carried on the tag of being the largest democracy on the planet. It is all because of the constitution. The constitution has given so many powers to the people to keep the govt. in check and have enumerated ways in which the citizen can enforce the govt to act or not act in certain manner. It has given the people of the country a hope in democracy. Because of the constitution only you can actually ask for your rights and can drag the govt. to the courts.
