How far is it correct to say that services which cannot be provided by private sector can be provided by the public sector? Explain

yes it is very correct to say that the service which cannot be provided by private sector can be provided by the public sector because some celebrities are very expensive and they cannot be afforded by private sector so they are afforded by public sector.. example railway construction of highways
