The most advanced democracies in Europe in 1919 was the Weimer republic. Spartacus league was opposing the Weimer for their new constitution.
The meeting which was held in Berlin for new leaders was cancelled due to Spartacus riots and strikes in Berlin. So they choose Weimer over Berlin which was then Known as Weimar Constitution.
