This refers to the existence of more than one level of government in the country. In India we have governments at the state level  and at the center. Panchayati Raj is the third tier of the government. The vast number of communities in India meant that a system of government needed to be devised that didn't involve only people at the center so for a better administration we now have people for our services at different levels.

Answer:

Federalism in India is practised by the creation of linguistic states ,language policy and centre state relations.

Linguistic states:- in 1947 ,the boundaries of several old states were changed in order to create new states . This was done to ensure that people who spoke the same language lived in the same state .
