In 1791, the National Assembly completed the draft of the constitution. As per the new constitution, France became a constitutional monarchy with the King, or the Executive, having to share power with the legislature and the Judiciary. Only men who were older than 25 years and who paid taxes were allowed to vote

After uprooting the despotic rule of the king in france, the Constituent Assembly proceed with the draft of a written constitution, which was completed in 1791. The constitution was based on the twin principle of separation of powers and sovereign of the people.

Its main objectives were:

  • Limit the powers of the monarch.
  • Separating and assigning the powers to different organs - the legislature, the executive and the judiciary.

The Constitution of 1791 vested the power to make laws in the National Assembly, which was indirectly elected.

But all citizens were not given the right to vote. Only men 25 years of age were given this right. Women were not given the right to vote. To qualify as an elector and then as a Member of the Assembly, a person had to belong to the highest bracket of taxpayer. ✔️✔️
