How government is responsible for cleanliness

The government is doing enough, is what I’d say. I’m personally impressed with the Swachh Bharat Abhiyan. No government is supposed to spend that much on advertisement and awareness for something as basic as maintaining cleanliness. The onus is on the public to simply grow up. It’s very easy to just blame it on the government.
