1. The dictatorial government after 1815 had generated fear of restraint thus; the liberal-nationalists began to operate underground.  

2. They trained revolutionaries and created secret societies.

3. Being a rebel was a responsibility to fight for liberty and liberty and they recognized nation-states essential for it to befall.

4. Even though, an Italian rebel Giuseppe Mazzini (active member of the secret organization) was exiled for making attempts to bring revolution in Liguria, still organized two separate secret organizations.
