No, Lushkoff (a beggar) was not a willing worker. He agreed to chop the wood for Sergei (an advocate)  because he was trapped by his own words. He had said that he would not refuse to chop wood if he could get such a work. 

Lushkoff (a beggar) was a sick and weak man.
