In most cases it’s a natural progression as more people move into any given area the more construction happens and more businesses open to service the population, its very organic in its growth.

In other parts of the world like China they have built cities to serve a future population. When the population has grown they will have a place to move into. It’s been a costly experience for the country but who knows it may work for them.

Dubai is a city created as essentially an art piece and to show the world what they could do and it’s a master work, with man made islands and some of the most incredible buildings ever built.
