No its not.
Communalism is and always will be a threat to modern society .But this can't be termed as a threat to democracy(Indian).
Democracy is a functioning system and nothing more than that .Democracy is made of different institutions and society is one of them.
There are other things which can be termed as threat to Indian Democracy but Communalism in India is definitely not one of them .
