The Code of Hummarabi (spelling probably wrong) was the first written law that we know of. Law enforcement, as we know it, has evolved in the last 200 years or so. Most laws enforced prior to that were enforced by soldiers patrolling civilian areas. For a very long time, Europe used the “hue and cry”method, where victims would cry out something like “Stop, Thief” and a crowd would respond. Law enforcement history books are widely available and fairly inexpensive, and may help if you want more detailed answers.
