while the geographical and cultural identity like India did exist the term Hindustan did not carry the political and National meaning we associate today

The first civilisation is near Sindhu river
aryanas who come there were unable to speak
S in Sindhu they started calling it as hindustan
which means area near Sindhu river and the people are called as Hindus.
