Germany was a democracy on paper but had ceased being one in reality before Hitler. It had many political parties opposed to democracy, on both left and right, that lead to street battles by private militias, judges failing to sentence traitors like Hitler to terms that in a democracy would have been life or a death sentence, and members of the armed forces conspiring with the right-wing. Hitler played this game by grooming Hindenburg and members of the cabinet to get them to agree to destroy Parliamentary rule. They thought they could control him, get or keep cabinet appointments, improve their careers, and/or benefit from the expected expansion of the Reich and armed forces. He also made the rounds of the rich and soft-pedaled his true ideology and violent nature.
