If you'll notice, it's not just hydrogen that's the shielding material. In general, materials with low atomic numbers ("low-Z" is the commonly used term) make good radiation shielding for neutrons and charged particles. They aren't as effective with high-energy photons such as hard x-rays or gamma radiation.
