As we move down a group the ionic size increases but the ionic charge decreases. As a result the polarising power decreases down the group and increases as we move up in the group.

As we move from left to right in a period the ionic size increases but the ionic charge decreases. As a result the polarising power decreases from left to right in the period and increases as we move up in the period. These results in similar polarising power and similar behaviour of diagonally opposite elements.

Answer:

It generally increases across a row on the periodic maximum for the noble gases which have closed shells. Thus, diagonal relationship is explained in terms of polarising power. On moving along a period, the charge on the ions increases while ionic size decreases hence polarising power increases.
