Because that intermolecular force attract the molecules towards them and thus it does not allow them to diffuse easily

Because intermolecular force attracts the particles close.
When it is high the rate of diffusion slower and when it is low, then rate of diffusion is high.
Rate of diffusion is inversely proportional to force of attraction.
