The committee that works at the block level is called as Block Samiti. It is an important link between the village Panchayat and Zila Parishad. The committee is elected by the members of the Gram Panchayat in a block from among themselves.

the village panchayat cannot solve all the problem of the village. There are certain problems which are too difficult for the village Panchayat to handle. In such cases, they need to work in cooperation with other villagers. For example, it is not possible for every village to have a large hospital or a high school .So several villages are grouped together to form a block. The village panchayats are grouped to form a block Samiti or Panchayat Samiti. A Panchayat Samiti usually looks after the needs of hundred villages .
