Hand wash are basically long chain fatty acids with hydrophic and phillic ends of which one of which attaches to the dirt and the other to water whereas sanitizers are alcohol based which basically only kill pathogens and usually not used to clean off dirt.

The major difference is that sanitizers are volatile in nature that means it evaporates which creates cooling effect and therefore you need not to use water with it.
