How is a sample of an n-type semiconductor electrically neutral though it has an excess of negative charge carriers?

As the semiconductor does not allow much movement of electrons even if it has negative charge carriers there it becomes nuetral

The charge of excess electrons are just equal and opposite to the charge of ionized course in the lattice.
