An electromagnet is made from a coil of wire which acts as a magnet when an electric current passes through it. Often an electromagnet is wrapped around a core of ferromagnetic material like steel, which enhances the magnetic field produced by the coil.

The effect of magnetism by the electromagnet is temporary and only exist till the current is passed, when the current passing through the electromagnet is stopped it does not show any magnetic properties.

Whereas,

Permanent Magnet does not need any other external source to show its magnetic properties. It is an independent object having the magnetic property itself.  

The magnetic property cannot be removed from such permanent magnet.
