how is bleaching powder preapared ? why does bleaching powder 1)smell strongly of chlorine 2)not dissolve completely in water

It prepared by passing chlorine gas over slaked lime and the chlorine is cleaning agent of it but is unhydrous powder so it is not dissolve...Please follow me. ..
