When plants decay,peat is formed.This peat changes to lignite.Then coal is formed.

A sedimentary rock, was formed when organic materials piled up in swamps millions of years ago. Over time, heat and pressure transformed the buried materials into peat and into various forms of coal.

Coal is formed by the decomposition and degradation of huge plants over million of years ago under great heat and pressure.
First it was converted to peat,then lignite and finally into coal with the process of 'coalification' .
