It would also mean making those institutions more transparent in their functioning and responsive to the needs of the people.

This requires an attempt to bring down the control and influence of the rich and the powerful people in making governmental decisions.

Challenges of deepening refers to the vertical expansion of democratic processes where the institutions are given more powers through local self governments.It is challenging to modern democracies because countries can establish democracy with their own modifications but deepening it will require commitment to the true values of democracy that implies distribution of powers to local governments
