the developmental goals of people in the country are conflicting.
because the development for the society can be destructive for other society.
eg. big MNC wants to set there plot on large scale of land.., so it will be developmental to MNC, but
on other hand tribal community living there have to packup from there in search of home.,food, etc, so this will create destruction for tribal people.

In a country there are many people of different caste , different status and different thinking because of this their goals of development is also different.
In an area a rich person always wanna to take over the area of poor people because maybe this is the goal of development for him
But it is sure and certain that this goal of development of the rich person is not a goal of development for the poor one.
So, their goal of development are conflicting.
A poor people always wanna to work.
Where he get a amount of money with respect. Where he didn't get the respect he will not eager to the work because of which the richer people can't develop.
