dissent refers to having a different opinion from the commonly held or prevalent opinion or ideology. it is an important and essential element of the law making process as - 

1. in law making it is necessary to speculate how the said law would affect the different factions of society and would it serve the purpose it was designed for. dissent encourages discussion of various aspects of the law and can prove to be a useful tool in successful law making. 

2. dissent by opposition, people, ngos etc can help bring out the shortcomings of the law and thus help in it amendment and betterment. 

3. dissent and opposition are essential for a successful and healthy democracy and help to keep a check on the governing body.
