INTRODUCTION-Yes,Every medicine is a drug but every drug need not be a medicine.

EXPLANATION-As we know that,

medicine is a type of drug substance used for treatment of a disease whereas,a drug is a substance which changes our bodies functions like Alcohol(which contain all useful metals for our body).Even though,it contains all useful metals by consuming it our brain controls balance(which is a change in our body).
