to be honest federalism has been not up to the mark due to the party politics, if the central government and the state government are of the same same party they will go hand to hand but if they aren't than federalism creats lot of problems like you can see West Bengal and Centra government this is just one example. previously Congress (now BJP) used to influence it's central powers into the matter of states which resulted in a power shift.

unfortunately the party and political ideology didn't allow federalism to function very well otherwise this policy is very good for countries like India which are so diverse.

Federalism in India is practised by the creation of linguistic states ,language policy and centre state relations.

Linguistic states:- in 1947 ,the boundaries of several old states were changed in order to create new states . This was done to ensure that people who spoke the same language lived in the same state .
