Facilitating the transfer of the state’s resources to the marginalised and the poor – this was core vision which guided the enactment of the Panchayati Raj Act, 1992. The Act was also visualised as a medium to empower those at the bottom of the society through democratic representation. The results of the Uttar Pradesh Gram Panchayat elections 2015 reveal that a travesty of both ideals is in progress.

The gram Sabha was the foundation to transfer the authority from central to local government. It was initiated to the Constitution through the 73rd Amendment .

Gram Sabha was run by Panchayati Raj system. It is the decentralized level which communicated directly with the people to fulfill their desires.

As per Gandhiji's desire, Gram Sabha became the
direct government, direct democracy. Because of its importance, the Government of India declared the Year 1999-2000 as ‘Year of Gram Sabha’.
